This study concerned four community arts centres in Hong Kong, built over the past twenty years. They contained theatres, concert halls, lecture rooms, rehearsal studios, exhibitions spaces, restaurants and conference rooms. The centres were financed and run through the Hong Kong government’s Leisure and Cultural Services Department. The aim of the study was to assess which of the services provided by the arts centres could be outsourced to the private sector, in part or as a whole. The study was led by John Elsom and took place from October to December, 2000.
